Ranchi, June 19: When we talk about bureaucracy, it is assumed that we are talking about All India Services only. But bureaucracy includes the whole administrative structure. So, today we will talk about some ‘legends’ of other services.
There is one gentleman from the State Civil Services in the rank of Joint Secretary. He is a manoeuverer and always gets the right feel of his boss’ pulse. During his days as a field officer in districts like Gumla, Bokaro he took full advantage of the trust of his DCs and amassed huge wealth. During the present regime, he was very close to one of the top officials of the highest office and managed to enter that office as Joint Secretary. Here he saw the pinnacle of his bounty-hunting ventures. He literally ran the registration department and played in millions. One phone call from him would send shivers the officials of this department. He formed an unholy alliance with one of the private secretaries and created havoc in other departments. All his dealing were done in one of the shops in a famous market complex in Lalpur area where his family business is established.
Thankfully, his (mis)deeds came into knowledge of the top bosses and he was unceremoniously kicked out from the top office. The private secretary in question was shifted to New Delhi. But this joint secretary during his short spell in the top office created a real fear psychosis among the officials. He may become an inspiration for many in coming days …Who knows!
