Jharkhand Governor approves Pt Raghunath Murmu Tribal University Bill 2021

Ranchi, Sept 20: Jharkhand Governor Ramesh Bais on Tuesday approved the Pt Raghunath Murmu Tribal University Bill – 2022 in Jharkhand. Notably, a bill related to the establishment of the university was originally brought in the winter session of the Legislative Assembly (December-2021).

However, it was rejected by the Governor due to errors. After correction, the bill was once again presented in the Monsoon session of 2022 as Pt Raghunath Murmu Tribal University Bill – 2022, and was passed.

After getting the approval of the Governor, now the Gazette will be published by the Law Department and the way for the establishment of the university will be paved.

The Department of Higher and Technical Education will now send it to the University Grants Commission (UGC) for recognition of courses in the university. The headquarters of the university is to be initially set up at the building of Professional Engineering College in Jamshedpur. However, for the establishment of the university, sources claim that land has been provided by the government in East and West Singhbhum along with Ghatshila.

After the bill is passed, the appointment process of other officers and employees including the Vice Chancellor in the university will also be expedited. However, the enrollment process in the university may not begin till the next session of 2023.

The appointment of Vice-Chancellor, Pro-Vice-Chancellor, Financial Advisor will be done by the Governor-cum-Chancellor on the recommendation of the State Government keeping in the order of priority the names placed before them by the State Government.

Meanwhile, the main objective for the establishment of the university is to provide higher education and research facilities on tribal studies primarily for the tribal population. Teaching and research on tribal centric social science, art, culture, language and linguistics, science, forest based economic activities among others.

The university will also aim at cultural studies and research on tribal population in collaboration with other universities and organisations of the country and abroad, tribal centric development model to prepare, improve the social, educational and economic conditions of the Scheduled Tribes and to pay special attention to the welfare and intellectual, educational and cultural development of the Scheduled Tribes.

Initially on the basis of Choice Based Credit System (CBCS) in the university, Departments of Economics, History, Archaeology, Geography, Regional Development, Sociology, Anthropology and Customary Law, Migration and Labor Studies, Political Science, Hindi along with Peace and Conflict Studies, Santali, Ho, Nagpuri, Kurukh, Mundari, Kurmali, Khadia, Panchparganis, Khortha, Philosophy, English and other foreign languages may be started.

Other courses to be taught at the university include undergraduate and post graduate courses in Medicinal, Aromatic and Agricultural Plants and Traditional Medicine, Rural and Forest Management and Environmental Science and Law, Tourism, Hospitality and Certificate, Diploma, in the subject of Hotel Management, Computer Science and Information Technology, Tribal Arts, Folk Literature and Culture, Department of Public Studies, History and Museum Science, Tribal and Comparative Linguistics, Fine Arts, Performing Arts, Physical Education, Law among others.
