Daltonganj, Oct 23: More than 90,000 applications were received in the first phase of the second term of the Aap ki Yojana, Aap ki Sarkar Aap ke Dwar programme which concluded on October 22. On average, it received more than 8,000 applications every day during the 11-day long programme inclusive of October 12 to 22.

The programme was held in 130 panchayats besides 48 wards of the rural and urban civic bodies too.

Sources said it was effectively handled by the Palamu DC Anjaneyulu Dodde and his team which had to receive the Governor/chancellor Ramesh Bais during this ongoing programme on October 14 in connection with the convocation ceremony of the NP university wherein 22 magistrates were deputed.

Notably, Dodde got down with viral fever in the ongoing programme as he told this correspondent, “I don’t know how I got it. It’s a viral fever.”

An official press note issued late evening on October 22 mentioned about 18,000 applications coming for the Mukhyamantri Rozgar Srijan Yojna. This Yojna is to promote self-employment with loans up to Rs 25 lakh at lower interest as well as grants of 40 per cent or a maximum of Rs 5 lakhs of government money.

The applications are to be endorsed to either Jharkhand State Tribal Development Corporation, Backward Classes Finance and Development Corporation, Jharkhand State Scheduled Caste Co-operative Development Corporation or Jharkhand State Minority Finance and Development Corporation or to the respective district welfare officer but everywhere it is red tapism which is quite rampant.

The focus is now on these 18, 000 applications under this Rozgar Srijan Yojna since it is for people between the age group 18 to 45 years belonging to SC, ST, backward class, minority, person with disability, members of Sakhi Mandal etc.

Feasibility and viability of the self-employment generation will have to be taken into account to avoid this Yojna from becoming a graveyard of the dead assets as Palamu has a terrible record of dead assets raised first with huge bank loans only to collapse slowly for want of market capital.

Girls studying in class 8 and above are quite eager to have Savitri Bai Phule Kishori Samridhi Yojna cover and in this first phase, 3,210 girls were brought under this Yojna. It is equally a daunting task for the administration to have thousands of bank accounts for this Yojna.

Moreover, banks hate such accounts as in this Yojna when a girl attains 18 or 19 years of age can have her Rs 40,000 withdrawn from the bank leaving her account dry and zero.

The distribution of as many as 7,373 blankets before the advent of the winter among the poor in Palamu is a big relief in recent times as blankets used to be distributed only when winter was on its way.

Notably, Chief Minister Hemant Soren is scheduled to visit Daltonganj on November 4 when the second phase of this programme will be from November 1 to 14.
