Jharkhand: Budget for 6 deptts passed sans debate as BJP continues to stall Assembly on job policy

Ranchi, March 15: A debate on demand for grant of the six departments could not take place as the Jharkhand assembly did not function properly after lunch break when the debate was scheduled.

The ruckus started after the BJP legislators wearing saffron T-shirts carrying the message “1932 Ka Kya Hua” went in the well demanding reply of Chief Minister Hemant Soren on the issue of recruitment policy and ruling party legislators raising objection to it.

Congress MLA Pradeep Yadav requested Speaker Rabindra Nath Mahto to restrain the BJP legislators from doing so. He asked the speaker whether he would allow any legislator to come in underwear. On which, the speaker asked the BJP MLAs to maintain the decorum of the house. But the BJP MLAs did not listen to the speaker. They started banging the reporters’ table. Amid uproar the speaker adjourned the proceedings till 3 pm.

When the proceedings resumed at 3pm, the ruling party opposed the BJP’s T-shirts carrying slogans and said it against the decorum of the house. The speaker cited the rules of the house and requested the BJP members to remove T- Shirt. When the BJP MLAs did not listen again and reminded how ruling party legislators including the chief minister had entered the house with a green flag carrying 1932, the speaker adjourned the house till 3.45pm.

As soon as the proceedings of the House resumed at 3.45 pm and Alamgir Alam started formalities of demanding the grant of the department, the BJP MLAs came in the well again and started creating ruckus. They started asking the fate of 1932 Khatiyan-based policy and raising slogans. They also started beating the reporters’ table. After continuing the activities for some time, they walked out of the house.

Finally, demand for grants of 6 departments was passed without discussion in the assembly. The departments included road construction, building construction, rural development, rural works, urban development and housing and Panchayati Raj.
