Ranchi, Sept 3: After not getting time from Raj Bhavan, displeased members of the Hemant Soren government’s State Coordination Committee arrived at Raj Bhavan. However, they were not allowed entry into Raj Bhavan. Expressing their concerns about the functioning of Raj Bhavan and the Governor’s office, committee members handed over a memorandum to a security officer stationed at the gate and then departed. The delegation included members of the State Coordination Committee such as Vinod Kumar Pandey, Rajesh Thakur, Bandhu Tirkey, Yogendra Mahato, and Phagu Besra, among others.
While talking to journalists near Raj Bhavan, committee member and JMM General Secretary Vinod Kumar Pandey and State Congress President Rajesh Thakur made scathing attacks on Raj Bhavan. They said that even before this, time was sought from the Raj Bhavan, but it was not given. This time they duly wrote a letter to the Raj Bhavan on 1st September seeking time for 3rd September, but neither time was received nor any information was given. It is clear from this that the Raj Bhavan and the Governor are working under the pressure of a particular party or a particular person, they added.
When asked why you went to Raj Bhavan even though you didn’t receive an invitation, the members of the Coordination Committee stated that there were issues related to the state’s interests. That’s why, despite not getting an appointment at Raj Bhavan, we came to submit a memorandum. Unfortunately, there was neither an OSD (Officer on Special Duty) available at Raj Bhavan nor any secretary or responsible officer. Hence, the Coordination Committee handed over the memorandum to a security personnel posted there.
Vinod Kumar Pandey stated that whenever a bill is passed by the Legislative Assembly, it is sent to Raj Bhavan. And if the Governor returns it, they must be notified so that the government can make amendments and then reintroduce it in the Assembly. Only then can the bill be sent back to Raj Bhavan. Pandey alleged that Raj Bhavan did not follow this process in the case of returning three crucial bills of the Hemant government. He accused the Governor of violating Article 200 of the Constitution, suggesting that the Governor is working at the behest of a specific party. It appears that the Governor does not want local and reservation policies to be formulated and the reservation for OBCs to be increased.
Pandey said that the 1932 Khatian-based planning and local policy, increasing the reservation scope of ST, SC and OBC and mob lynching bill are related to the interest of the people of the state. This is a question of the prestige of the people of Jharkhand. Local policy was the main issue in the fight for a separate state. Even after this, the then Governor Ramesh Bais returned it without any message. The new Governor CP Radhakrishnan also did not take any cognizance of this matter.
