Jharkhand May Revamp DGP Appointment Process Similar to UP, Punjab

Ranchi: The Jharkhand government is planning a significant change in the Director General of Police (DGP) appointment process, following the model of Uttar Pradesh, Punjab, Andhra Pradesh, and Telangana. Under the new process, the state government will form a special committee to select the most qualified IPS officer for the role of DGP.

Sources reveal that the Personnel Department has finalized the draft guidelines for the new procedure. The proposal is likely to be approved during the Cabinet meeting chaired by the Chief Minister on Tuesday.

Key Features of the New Guidelines

• Formation of a Selection Committee: A committee will be constituted to select the most eligible candidate for the DGP position.

• Reduced Role of UPSC: Unlike the current system, the state government will no longer require permanent approval from the Union Public Service Commission (UPSC) for appointing the DGP.

• Minimum Service Tenure Requirement: Only IPS officers with at least six months of service left will be eligible for consideration.

• Tenure of Appointment: The appointed DGP will serve for a minimum period of two years.

• Selection Based on Service Record and Experience: The committee will consider an officer’s service record and experience while making the selection.

How UP Has Adopted the Process

Uttar Pradesh has implemented a similar system, where a six-member committee led by a retired High Court judge selects the DGP. This process aims to make the selection more transparent and efficient, ensuring that the most qualified candidate is chosen.

Current Process for DGP Appointment

Under the existing system, the state government sends a list of IPS officers with at least 30 years of service and six months of tenure remaining to the UPSC. The UPSC then forwards a panel of three officers to the state, from which the government selects one as the DGP.
