Hemant Soren’s Masterstroke: 7-12% Hike in DA for State Employees and Pensioners

Ranchi: Chief Minister Hemant Soren has once again played a masterstroke by approving a 7-12% hike in dearness allowance (DA) for state employees and pensioners. The decision was made during the Cabinet meeting held on Tuesday, where a total of 12 proposals were approved.

Under the revised structure:

• Employees and pensioners under the Sixth Pay Commission will now receive 246% DA instead of 239%, marking a 7% increase, effective July 1, 2024.

• Employees under the Fifth Pay Commission will receive 455% DA, up from 443%, reflecting a 12% increase.

Women Can Now Work Night Shifts in Factories

The state government has approved the Factory Amendment Bill 2024, allowing women to work in factories between 7 PM and 6 AM with their consent. This amendment is part of the Ease of Doing Business reforms, initiated by the Department of Commerce and Industry.

Additionally, approval was granted for the Factory Amendment Rules 2023, which includes:

• Revision of factory license registration fees.

• Modifications in annual turnover reporting and factory closure notifications.

• MoU with Maruti Suzuki to introduce latest automobile technologies in Industrial Training Institutes (ITIs) based on market demand.

Other Key Cabinet Decisions

✔ Amendment in Jharkhand Anganwadi Sevika Sahayika Rules.

✔ Regularization of services for seven employees of the Water Supply Department.

✔ Approval for Jharkhand MSME Special Exemption Bill 2025.

✔ Sanction of ₹12.74 crore for pending dues of Bihar State Industrial Development Corporation (BSIDC) and BSEDEL.

✔ Rejection of appeal by former Hazaribagh Land Conservation Deputy Director Sunil Kumar.

✔ Approval of service benefits for dependents of late STF officer Rajesh Kumar.
