Ranchi: The upcoming Abua Dishom Budget for the financial year 2026–27 may see a significant increase in size, potentially ranging between ₹1.70 lakh crore to ₹1.75 lakh crore. The government is expected to prioritize tourism, agriculture, education, sports, and infrastructure in this year’s financial plan.
Departments Asked to Submit Budget Proposals by Feb 4
The Finance Department has directed all Additional Chief Secretaries, Principal Secretaries, Secretaries, and department heads to submit their proposals by 5 PM on February 4. These will be uploaded on the department’s website after approval from the respective ministers.
Current Fiscal Year Shows Low Spending Performance
As of now, only 46.77% of the current financial year’s (2025–26) total budget of ₹1.45 lakh crore has been utilized. While 49.66% of state plan funds have been spent, the utilization of central schemes remains low at 26.06%.
Finance Department Guidelines for 2026–27 Budget

Amendments to Central Schemes: Departments must revise provisions if changes in central funding ratios affect budget allocations.

Unused or Insufficient Funds: Submit fresh proposals where prior funds remain unused or inadequate.

Top-up Provisions: Where necessary, state funds may be added over central and state shares in centrally sponsored schemes.

Budget Corrections: Proposals to correct past allocation errors must be submitted.

Conditional Proposals: Only proposals cleared by the Planning & Development Department will be considered.

Establishment & Scheme Expenses: Token provision of ₹1000 may be requested if prior allocation was missing.

Emergency Needs: Critical or unforeseen proposals will also be accepted.

Deadline: All proposals must be submitted online via the finance portal by February 4.

Ministerial Approval: Finalized proposals should be approved by the concerned minister and submitted to the Finance Department on time.
