Outsourcing Recruitment Row Sparks Heated Debate In Jharkhand Assembly

Ranchi: A heated debate broke out in the Jharkhand Assembly during the budget session over alleged irregularities in manpower recruitment through outsourcing companies. MLA Pradeep Yadav accused several agencies of demanding money from youths in exchange for jobs and exploiting job seekers.

Allegations Of Bribes In Job Recruitment

Raising the issue in the House, Pradeep Yadav said the state government has framed guidelines to regulate outsourcing recruitment, but these rules are not being properly followed. He claimed that reports have surfaced in the media about candidates being asked to pay money for jobs, yet no concrete action has been taken so far.

Government Explains Outsourcing Selection Process

Responding to the allegations, Parliamentary Affairs Minister Radha Krishna Kishore said the state cabinet has already introduced clear regulations to prevent exploitation of outsourced workers. He explained that when any department requires manpower, agencies listed under the JAP-IT system are selected through a panel.

Currently, 14 outsourcing agencies are empanelled to supply manpower based on qualifications and experience of candidates.

Warning Of Blacklisting For Violations

The minister said that agencies are allowed to charge only the officially approved fee from candidates. If any agency is found demanding extra money, strict action will be taken, including blacklisting after verification of the complaint.

Demand For Transparency In Recruitment

During the discussion, Pradeep Yadav again questioned why action had not been taken despite repeated complaints. He demanded that transparency be ensured in all recruitment carried out through outsourcing agencies.

Government Admits Issue Needs Attention

Minister Sudivya Kumar Sonu also acknowledged that the concerns raised in the Assembly are serious. He noted that even the reservation roster is not always properly implemented in outsourced appointments and emphasized the need for better monitoring.

The government also stated that efforts are being made to give priority to local youths of Jharkhand in outsourcing-based recruitment. While outsourcing is necessary to ensure faster functioning of departments, officials assured that transparency and strict adherence to rules will be maintained.
