Ranchi, March 23: Chief Minister Hemant Soren today gave a clear-cut indication today that 1932 Khatiyan (a record of raiyats’ rights including plot number, area, quality and possession of land) cannot be the basis to decide a local.
He was replying on behalf of the government after a debate on a cut motion brought by BJP legislator Amar Kumar Bouri on the budgetary demand of different departments including home, prison, administrative reform, disaster management among others.
“Agar App Kanoon Ke Jankar hain to aap samajh sakte hain ki Khatiyan Aadharit Niyojan Niti Nahi Van Sakti. Yadi Banegi to court turant use khatam kar dega,” chief minister Soren said giving a clear-cut indication. The indication came in response to the queries of a section of legislators from different sides asking what the state government is doing to define locals.
Several agitations are taking place in the state for the making 1932 Khatiyan as a base to define local. On which the chief minister said: “Vipaksh Utavala Kar Galat Kaam Karwana Chahti Hai” He went on saying that the local policy will be formulated at an opportune moment after a discussion on every aspect.
The chief minister made the house aware of the consequences of taking a wrong decision on conducting recruitment examination without proper arrangement. He said all the examinations taken earlier without proper planning landed in controversy and are still in the court.
Comparing the house politics with cricket, the chief Minister urged the opposition to have patience on the matter of local policy saying his party is in the role of a batsman now and let it decide when to score how much.
The chief minister asked the BJP whether it wants to make 1932 Khatiyan basis of defining locals. As the BJP legislators said ‘yes’, the chief minister said within two years the party changed its stand.
“Inhone hi 1985 ka cut-off date tay kiya tha. Do saal mein hi 1932 par aa gaye,” the CM said laughing before asking the BJP legislators to work according to the sentiment of Jharkhandi. “Apko Jharkhandi wa Jharkhandiyo ke mutabik chalna hoga,” he asserted.
Bouri, who had moved the cut motion, expressed his dissatisfaction over the reply. Thus after the CM ended his speech, Bouri did not stop from saying “Aap Ache Kalakar Ho Gaye Hain” and warned chief minister Soren against its consequences saying “Janta Ki Adalat Mein Iska Jawab Milega.”
Soren was offensive against the BJP in the house. He made it clear that he had never said that he will give 5 lakh government jobs. “Paanch Lakh Ko Naukri Nahi Rozgar Dene Ki Baat Kahi Thi. Swarozgar Bhi Rozgar Hota hai,” he clarified.
He also attacked Prime Minister Narendra Modi saying he spread wrong information. Presenting an example he said he heard him saying in an electronic media channel saying the union government-run Ayushmaan Bharat scheme and the state government has not contributed to it while the fact is that state government gives 40 percent share to run the scheme.
Soren said within a month 30000 vacancies for different posts will be advertised and steps will be taken for administrative reforms to ensure that whoever comes in power can run the government effectively and the coming generation gets benefitted.
Regarding the land acquisition rule he said while the acquisition of land for coal mining purposes ‘Land Acquisition Rule 2013’ will be implemented, not the ‘Coal Bearing Act’.
He, on the occasion, highlighted the achievements of the state government in different fields and said very soon the government is going to benefit as many as 85000 poor families by exempting houses constructed in 350 square feet in municipal areas from holding tax. “Earlier, the limit was only 250 square feet, he informed.
The chief minister, regarding steps taken for the development of education system, said: “Effort is on to ensure opening of 12 English medium schools in 12 districts in the coming academic session and there is a plan to establish one English medium school at par with private English medium schools in each district in the state.”
On crime, the chief minister presenting the data said that during the BJP rule more crimes took place before adding that criminals are getting arrested and convicted.
