Chandigarh continues to be Haryana’s capital; State Assembly passes resolution

Chandigarh, April 5: During a one-day special session of the state Vidhan Sabha on Tuesday, Haryana Chief Minister Manohar Lal Khattar passed a resolution stating that Haryana retains its right to the Chandigarh Capital Territory.

The CM also requested the Centre not to take any actions that would “disturb the existing balance and sustain unity” till all of the concerns arising from Punjab’s reorganization is resolved.

“The recent amendment in the rules of the Bhakra Beas Management Board by the Central Government for appointment of whole-time members goes against the spirit of the Punjab Reorganization Act, 1966, which treats the river projects as common assets of the successor States of Punjab and Haryana,” reads the resolution.

“Haryana will continue to remain in Chandigarh until we get Satluj Yamuna Link Canal (SYL) water, Hindi-speaking regions, and money from the Centre for establishing a new capital,” said Haryana Home Minister Anil Vij.

Khattar said yesterday that the Chandigarh issue cannot be “passed unilaterally in the Assembly,” and that it must be resolved by “sitting together.”

On April 1, Punjab Chief Minister Bhagwant Mann submitted a resolution in the legislature requesting Chandigarh’s transfer to the state. The action was made in response to the Central Government’s decision to apply the Central Service Rules to Chandigarh personnel.
