Jharkhand CM dissatisfied with implementation of govt schemes in Lohardaga, Gumla

Ranchi, Dec 13: Jharkhand Chief Minister Hemant Soren on Tuesday said that the implementation of various government schemes such as Sarvajan Pension Yojana, Savitribai Phule Kishori Samriddhi Yojana, Chief Minister Employment Generation Scheme, etc is not up to the mark in Gumla and Lohardaga.

During his visit to Gumla and Lohardaga, the CM inquired from the officials of both districts about the status of the applications received under all these schemes and their execution. He added that there is a need to work with full speed and strength in order to connect more and more beneficiaries with all the schemes.

He ordered the officials that in such a situation, whatever pending applications have been received regarding these schemes, verify them as soon as possible so that the beneficiaries can get their rights. 

The Chief Minister said that the schemes and works of the government would be fully monitored. “Till now the schemes were reviewed at the headquarters level. Our government is working to see the ground reality of the schemes at the district level. If needed, the plans will be reviewed in detail at the block and panchayat levels as well,” he added.

Moreover, The CM said that one of the main reasons for human trafficking is that villagers from the state are migrating to other places in search of better opportunities.

“Let us tell you that the government is running many schemes for employment generation at the local level. Connect the villagers with these schemes so that they can get work in their own homes,” the CM said.

Furthermore, the Chief Minister said that many complaints are being received from the two districts regarding illegal mining. In this case, action should be taken by registering an FIR against illegal miners. 

He also inquired about the actions taken by the police regarding militancy and crime control. He said that the investigation and execution of the cases should be done fast. If crime increases somewhere, action will also be taken against the officers of the police station concerned.

Chief Secretary Sukhdev Singh expressed strong displeasure over the working style of the officials of both districts due to the lack of satisfactory progress in the schemes related to the dream project of the government. 

He said that the CM has a maximum emphasis on these schemes but despite of that their negligence is increasing. 

“The achievements are negligible in contrast to the target set. Talking only in figures will not work. In reality, laxity is being done in the initiative to connect the beneficiaries with these schemes,” Singh said.

He asked the officers to ensure the execution of all pending applications of focused schemes within 15 days or else be ready for action.

The CM also said that for centuries tribals have been exploited and have not been given their rights but now no tribal student will be deprived of education in Jharkhand.

In the Chief Minister’s review meeting, the Director General of Police Neeraj Sinha gave strict instructions to the police officers regarding control of extremism and crime in the Lohardaga and Gumla districts. He said that incidents like rape and murder are increasing in many police station areas. There is a delay in the investigation of criminal cases. 

Criminal incidents are happening in police stations at a faster rate than the execution of criminal cases. Laxity is also being done in the matter of warrants and attachment seizure. He said that this shows the failure of the police. He told the police officers to take concrete steps to control crime or be ready for action. Action will be taken against the policemen in the police station area where criminal incidents will increase.

Following instructions were given to the police officials.

– Cover 100 percent of the beneficiaries with the focused schemes of the government. Plans should be approved for them without delay.

– Ensure the execution of all pending applications of major schemes before the government completes 3 years on December 29. A special campaign should be launched for this.

– Certificate for linking all persons above 60 years to the Universal Pension Scheme
