Patna: Bihar chief minister Nitish Kumar met Governor Arif Mohammad Khan on Monday after the outgoing cabinet unanimously approved a resolution recommending dissolution of the current assembly, setting the stage for formation of a new NDA government following the alliance’s landslide victory.
Cabinet Clears Dissolution, Nitish To Resign on November 19
According to JD(U) minister Vijay Kumar Chowdhary, the cabinet meeting chaired by Nitish Kumar lasted about 10 minutes, after which the CM met the Governor to formally convey the decision. Nitish will submit his resignation on November 19 as head of the outgoing government, ahead of the swearing-in scheduled for November 20 at Gandhi Maidan.
JD(U) working president Sanjay Kumar Jha said the oath-taking ceremony will be a grand event reflecting the NDA’s overwhelming mandate, with Prime Minister Narendra Modi and senior BJP leaders expected to attend.
New Government Structure Being Finalised Within NDA
Senior NDA leaders confirmed that ministerial allocations are being planned proportionate to each party’s number of MLAs. The coalition—comprising the BJP, JD(U), LJP(RV), HAM(S), and RLM—is considering a formula of one ministerial berth for every six MLAs to maintain balanced representation.
Under this arrangement, one portfolio each is expected to go to RLM and HAM(S), three to LJP(RV), and the remaining 30–31 will be shared between the BJP and JD(U). Adjustments remain possible, including changes in the two deputy chief minister positions.
Bihar, with 243 seats, can have a maximum of 36 ministers, including the chief minister, as per the constitutional cap of 15% of assembly strength.
NDA’s Landslide Victory Clears Path For New Assembly
The NDA secured 202 out of 243 seats in the recently concluded polls—BJP winning 89, JD(U) 85, LJP(RV) 19, HAM(S) 5, and RLM 4—ensuring a decisive mandate for the next five years.
On Sunday, Bihar’s chief electoral officer Vinod Singh Gunjiyal submitted the list of 243 newly elected MLAs to the Governor, officially initiating the process of forming the 18th assembly. Political parties will hold their legislative meetings on Monday and Tuesday, followed by a joint NDA meeting to elect the alliance’s leader by November 21.
