Ranchi, June 9: Indepedent MLA Saryu Roy today shot off a letter to Chief Minister Hemant Soren urging him to cancel the appointment of Dr Rajiv Kumar Gupta as incharge Director of RIMS.
In his letter, Roy has said that Health Minister Banna Gupta, who is the ex-officio chairman of the Governing Council of RIMS, has disregarded the rules of RIMS while appointing the Director of RIMS and has arbitrarily appointed the Director.
Citing the relevant part of ‘Rajendra Institute of Medical Sciences Rules-2002’, the MLA, known as an anto-corruption crusador, said that the post of Director is not to be filled up through promotion. This post will be filled by an advertisement.
According to the rules, the appointment to the post of Director shall be made by the Governing Council after obtaining prior approval from the State Government. The Governing Council will appoint the Director for three years. If the work and conduct of the office bearer is completely satisfactory in the eyes of the Governing Council, then the Governing Council can extend his tenure for two more years with the prior approval of the State Government, provided his age does not exceed 60 years.”
“In case of sudden vacancy of the director of RIMS, the senior most professor of RIMS will be appointed as the director of RIMS. This authority rests with the ex-officio chairman of the governing body of RIMS. But it is a matter of regret that the ex-officio chairman of the RIMS Governing Body, who took the oath of following the provisions of the constitution, did not appoint the senior most professor of RIMS as the director of RIMS, but appointed the professor who comes second in seniority as the director. given, which is totally wrong,” Roy has pointed out.
“The violation of rules by a person holding a ministerial post sets a wrong precedent. This wrong decision of the Health Minister will set a wrong tradition for the future. By the way, a minister of the state government should think hundred times before doing any wrong thing. The responsibility of the minister is to protect the Constitution and not to violate the provisions of the Constitution, act, rules,” he maintained.
Roy urged the chief minister to cancel this wrong decision of the minister so that a wrong tradition is stopped from being established in the state.
