Rural Housing Scheme Faces Major Delays in Jharkhand; Only 6.89% Target Achieved

Ranchi: Under Jharkhand’s Abua Awas Yojana, the government set a target of completing 2 lakh houses during the 2023-24 financial year. However, due to administrative negligence and district-level delays, only 13,770 houses have been completed, accounting for a mere 6.89% of the total target. Of the 1,99,715 approved houses, just 1,68,689 reached the plinth level, and only 86% of them were geo-tagged. The number of houses completed up to lintel level stands at 97,517.

Worst-Performing Districts

Dhanbad, Ranchi, and Ramgarh ranked among the worst-performing districts:

• Dhanbad: 0.58% completion

• Ranchi: 1.33% completion

• Ramgarh: 1.84% completion

Giridih district, which had the highest allocation of 17,860 houses, managed only 2.96% completion. Similarly, in Ranchi, out of 13,226 approved houses, only 5,987 reached the lintel level, with 84.31% geo-tagging completed.

District-Wise Top Performers (2023-24)

Despite overall delays, some districts performed relatively better:

• Koderma: 27.03% completion

• Khunti: 25.26% completion

• Pakur: 24.55% completion

Departmental Challenges and Future Goals

The Rural Development Department is now prioritizing faster allocation of houses to beneficiaries. For the current financial year, the department aims to complete 4.5 lakh houses. However, this ambitious goal poses a significant challenge given the slow progress so far.

The sluggish implementation of Abua Awas Yojana raises concerns about Jharkhand’s development initiatives. Enhanced monitoring and accountability at the departmental level are crucial to achieving the set targets in the coming years.

Call for Action

Improved oversight and strict accountability measures will be vital to ensuring the timely completion of housing projects. The state government must act swiftly to overcome the existing challenges and restore confidence in its rural development schemes.
