EXCLUSIVE: NTPC Accused of Violating Coal Transport Conditions in Hazaribagh

Ranchi: In a significant development, the National Green Tribunal (NGT) in Delhi has taken cognizance of alleged violations of Environmental Clearance (EC) conditions by NTPC’s Pakri Barwadih coal project in Barkagaon, Hazaribagh. The complaint, filed by social activist Mantu Soni, claims that NTPC is transporting coal via roadways, in violation of stipulated conditions, causing harm to wildlife and human life.

NGT transfers case to Kolkata bench

Advocate Navendu Kumar, representing the petitioner, informed the tribunal that despite clear Forest Clearance (FC) conditions mandating a conveyor system for smooth wildlife movement, NTPC continues to use both conveyor and road transport, violating both EC and FC terms.

The NGT, after hearing preliminary arguments on Thursday, has directed its Kolkata bench to handle further proceedings. The tribunal has issued notices to key stakeholders including:

Regional office of the Ministry of Environment, Forest and Climate Change (MoEFCC), Ranchi Principal Chief Conservator of Forests, Jharkhand Chief Wildlife Warden, Jharkhand Jharkhand State Pollution Control Board, Ranchi Deputy Commissioner, Hazaribagh NTPC authorities

Human and wildlife impact raised in plea

Advocate Kumar presented data highlighting the fatal consequences of road transport, stating that dozens of civilians have died in accidents, and wild animals are increasingly venturing into human settlements, endangering both people and animals. He also alleged that forest officials under Hazaribagh’s West Division are ignoring the violations under the influence of NTPC and transport agencies.

The complaint clarifies that Forest Clearance (FC) and Environmental Clearance (EC) are distinct legal frameworks with separate regulatory standards, and both must be complied with independently. Violation of either is a serious matter under environmental law.
