Ranchi, Feb 2: After the instructions of Jharkhand Chief Minister Hemant Soren and the decision of the High Court, preparations have been made to bring the proposal to fill 57,182 posts in government departments by promotion by the Personnel Department.
According to the information received from the sources, a proposal can be brought in this regard in the next cabinet meeting.
A committee headed by three IAS officers was formed to fill the posts by promotion. In the study report submitted by the committee to the chief minister, out of the total sanctioned 3,01,198 posts in the state, 57,182 posts are to be filled on the basis of promotion.
Apart from this, there was talk of releasing the reservation policy in the promotion. This is because the committee considered that the representation of Scheduled Castes and Scheduled Tribes in the services of the state was well below the expected level.
Earlier, Chief Minister Hemant Soren as the Minister of Personnel Department had agreed to lift the ban on the promotion of all departments. At the same time, in the past, the High Court in one of its decisions had cleared the way for the promotion of hundreds of employees in all the departments of the state.
The High Court had held that when the meeting of the Departmental Promotion Committee (DPC) has been held and recommendations have been made in it, finding the employees worthy of promotion, then in such a situation it is not right to withhold their promotion for a long time.
The ST MLAs of Jharkhand have also been demanding to fill the posts by promotion of Government servants belonging to Scheduled Castes and Scheduled Tribes.
They have said that even when the Chief Minister has given permission to remove the ban on promotion as a departmental minister, the case is still being hanged by the officials. They had also warned of agitation on the failure to do so.
