Jharkhand government studying court order to frame Locals policy: CM 

Third supplementary budget of Rs 2698 crore tabled in Assembly

Ranchi, Feb.28: Finance Minister Rameshwar Oraon today tabled the third supplementary budget of Rs 2698.14 crore in the state assembly.

 

After the budget was tabled the house was adjourned till 2pm. Meanwhile, members have been asked to give their cut proposal on the budget.

 

Before the supplementary budget was tabled, the house was noticed in order after a long time and in the house ruling and opposition party members were noticed participating in the proceedings and noticed raising the questions of public importance during zero hour and the chief minister’s question hour. Legislators also raised the important issues through adjournment notice and call attention notice.

 

The language row and recruitment rule remained a matter of discussion in the house as legislators asked how come the state government is depriving the locals of the general category of the government jobs who have obtained matriculation and intermediate certificates from schools outside the state. Legislators also appeared offensive taking the delay on the part of the government in defining locals and starting recruitment without doing the same.

 

Demand for Kurmali language 

 

Legislator Amit Kumar Mandal was worried about the non-inclusion of Kurmali in the list of local languages in Godda. Requesting the government to include the language in the list of local languages of the district during the appointment for district-level class III and IV jobs he asked how come Kurmali speaking people be deprived when during the 2011 census their number was found to be more than 37000.  Supporting Mandal, legislator Anant Ojha asked how Urdu became a regional language while Kurmali did not get the status. Legislators Pradeep Yadav and Deepika Pandey also supported Mandal. Sensing the gravity of the matter Parliamentary Affairs Minister Alamgir Alam assured reconsideration in the matter. Alam, however, did not give any time frame to complete the reconsideration work despite repeated requests of Mandal.

 

Locals policy to be defined soon: CM

 

Chief Minister Hemant Soren replied to questions of legislators and it also ran smoothly without much uproar in the house.

 

Replying to a question of delay in decision of locals policy, chief minister Soren said that the high court order in the matter is being discussed and policy will be finalised at an opportune moment as the matter is serious and earlier attempts made in the matter caused controversy.

 

On a question related to a social-economic survey to pave the way for the help of the below poverty line, CM Soren said the government is sensitive to all the classes. On the question of ban sale of liquor in the state, CM Soren said the government has no such plan. On connecting the issue of women’s security with the sale of liquor, CM Soren said liquor is not the only reason behind the atrocity against women in Jharkhand and the state government has so far liberated as many as 25000 tribal women for the work of selling Hadia-Daru.

 

Several other important matters were also discussed in the house. Some of the important issues included compensation to landowners whose land was acquired for the construction of CUJ, construction of the bridge connecting Dhanbad and Jamtara lack of which caused claimed 21 lives, partiality in appointment of music teachers due to negative attitude of a district superintendent of education, facility of the foreign degree to OBC students, old pension scheme, poor law and order in Panki, Palamu, human trafficking, problem of home in Hazaribagh and appointment of leader of opposition besides others.
