Ranchi, Nov.5: BJP legislature party chief and first chief minister of the state, Babulal Marandi, today admitted his failure in the implementation of the local policy in the state saying it happened due to his poor convincing power.

“I had implemented the local policy in accordance with a circular of Bihar passed in 1982 and had done nothing wrong as the act by which Jharkhand was carved out from Bihar was allowing the same. The work was done after a meeting of all political parties. Even my party had not said that he did wrong. But it was my failure that I could not implement the same as I could not convince people,” Marandi said while addressing a seminar on local and employment policy.

The seminar was organised by Adivasi Evam Moolvasi Samajik Sangathan Ka Sthaniya Evam Niyojan Niti Vishyak Sanyukt Abhiyan Core Committee at Celebration Banquet Hall at Dibdih in the heart of Jharkhand capital. Tribal and Moolvasi leaders and opinion makers cutting across caste, creed, religion and political affiliation were present in the programme.

While admitting his failure Marandi opined to have studied the local policy of neighbouring Hindi speaking states, constitution and concerned law to formulate a local and employment policy.

“We should study how the neighbouring Hindi speaking states like Chhattisgarh, UP, Bihar protect the interest of locals and formulate our local and employment policies in the same way after going through the different provisions of the Constitution and law to ensure that no hurdle comes in its implementation,” Marandi opined before saying the existing employment policy has lacunae.

Marandi, on the occasion, also pointed loopholes in JPSC saying its chairman (read Amitabh Choudhary) himself is a controversial man.  “He keeps on changing sides. Once I had given him a ticket to contest the election. He then joined the BJP and now the JMM government has appointed him chairman of JPSC. If a person like him is chairman of the JPSC better outcome from there cannot be expected,” Marandi said.

Present on the occasion CPI leader and former MP, Bhubneshwar Metha, supported Marandi but said apart from proper study proper agitation is also required. “Until massive demonstration is organised, it will be difficult to implement local and employment policy,” Mehta said, reminding the audience regarding his agitation for jobs to locals 40 years ago.

Earlier former union minister Subodh Kant Sahay said: “Moolvasi are the worst sufferers of not having a local and employment policy and proper agitation for the same is required.”
