Ranchi: Leader of Opposition Babulal Marandi has alleged that the Hemant Soren government is deliberately delaying the implementation of PESA rules despite clear orders from the High Court. He said the state has again sought extra time from the court but has not disclosed in its affidavit what stage the rules are currently in.

“PESA Was Used Only For Elections” — Babulal Marandi’s Accusation

Marandi said the government has repeatedly taken advantage of tribal sentiments by promising PESA implementation during elections and then abandoning the commitment. According to him, the absence of updates in the affidavit and continued silence on progress reflects the government’s intent to mislead villagers and tribal communities for political gains.

High Court Ordered Implementation But No Progress Visible

The Leader of Opposition said that even after the High Court had issued clear instructions last year to implement PESA in Jharkhand, the government has not shown any work on ground. He accused the administration of habitually ignoring deadlines, seeking time in every hearing, and functioning like a “filing government”, which he termed harmful for both the present and future of the state.

Illegal Sand Mining Under Government’s Protection — Marandi Claims

Marandi also targeted the government over rampant sand mining in Pakur and across the state. He alleged that the sand mafia is openly carrying out illegal mining under the protection of officials and ruling party leaders. He said that although the High Court has banned sand mining, illegal activities continue “under the direct watch of the Chief Minister”. He added that mining mafias have even attacked officers in several districts.

He urged the Enforcement Directorate to take strict action against the sand mafia network and the officials and leaders shielding them.

Opposition Will Raise Law And Order In The Assembly

Marandi said the NDA alliance will strongly raise issues of corruption, public welfare and law and order in the Assembly session.
