Ranchi, Sept.7: An ugly stand-off over terming Health Minister Banna Gupta and Congress MLA Irfan Ansari as a ‘Talibani supporter’ by BJP MLA C P Singh dominated the proceedings of the Jharkhand assembly, as the ruling party members trooped into the well to mark their protests.
Singh during the debate on the supplementary budget took a jibe at Banna Gupta, saying ‘Arey Tempo Agent Kya Baat Karega’. He termed Irfan Ansari a Talibani supporter saying ‘Talibani Aadmi Talibani Ka Samarthan Karta Hai.’
This caused disruption and for some minutes the speaker had to stop the telecast of live proceedings of the House.
As C.P.Singh started speaking in the House, the BJP legislators, who were disturbing the House going to the well and raising slogans there, returned to their seats and sat silently. On this behaviour, parliamentary affairs minister Alamgir Alam supported by CPI legislator Vinod Singh took a serious note and drew the attention of the speaker towards this partial behaviour and started disturbing C.P.Singh during his speech in the House.
Earlier during the debate, JMM legislator Sonu warned BJP legislators against their unruly behaviour saying they are ‘Farzi Hindu’ who consumed non-vegetarian items during the lunch keeping Hanuman Chalisa in their pocket.
Congress MLA Irfan Ansari said that he was talking about opening the Deoghar temple in the House while the BJP legislators are least bothered about it. He said that it is the pretentious mode of the BJP that they are sitting on the floor today and if they continue to behave like this they will soon be on the floor forever.
Amid the ruckus, the House passed the supplementary budget of Rs 4,684.93 crore.
A maximum allocation of Rs 1786.05 crore has been made to the Power department followed by Rs 1000.30 crore for the Mines and Geology Department. The Home Jail and Disaster Management Department has been allocated Rs 337.32 crore, Rural Development department Rs 284.34 crore and the Health Medical Education and Family Welfare Department Rs 279.29 crore.
The department of drinking water and sanitation department has received Rs 17,216.00 lakh, department of women child development and social security department getting Rs 17,331.78 lakh. The Panchayati Raj department has received Rs 4,609.20 lakh.
The department of the scheduled tribe, scheduled caste, minority and backward class welfare department has received Rs 4,604.59 lakh.
The least allotment has been made to the tourism, art culture, sports and youth affairs department, receiving just Rs 10 lakh, followed by rural works department getting only 18.91 lakhs, and the transport department got Rs 25 lakh.
CPI(ML) MLA Vinod Singh had brought a cut motion against the bill saying that amount should be increased for the development of health centres, employment to youths and construction of roads in rural areas but later withdrew it getting assurance from finance minister Oraon of paying proper attention to giving appointment letters to youths in accordance with the Supreme Court guideline.
During debate on the cut motion, JMM legislator Sudivya Kumar Sonu expressed his concern over the way the union government is collecting dues of the power bill saying at one hand the union government has collected Rs 714 crore from the RBI account of the state while at the other hand it did nothing to pay 1887 crore dues against GST compensation of the state and Rs 66000 crore due with PSUs running in the state.
Sonu, speaking against the cut motion, said the state government has allocated Rs 1072 crore to give relief in delayed payment surcharge to its power consumers. Apart from this, it also has the provision of Rs 12 crore for preventing human trafficking, Rs 17 crore for police modernization, Rs 1000 crore for Mines and Mineral Corporation, Rs 200 crore for the relief of victims of Yaash cyclone, Rs 36 crore for flood relief in Sahibganj and Rs 258 crore for increasing wages of MNREGA labourers.
BJP legislator C.P.Singh speaking in favour of the cut motion asked the government to revoke financial policy saying it has paved the path of injustice to those speaking Maithili, Magahi, Bhojpuri and Angika in the state and fulfill its promise of giving 5 lakh jobs to youths of the state.
