Ranchi, May 27: Jharkhand Chief Minister Hemant Soren today demanded proper cooperation from the union government by putting the principles of cooperative federalism on the ground at the 8th meeting of the NITI Aayog governing council in New Delhi.
He stated that there is a plan to establish a separate MSME Directorate and to develop the existing District Industry Centres as District MSME Centres in order to strengthen the MSME sector.
Apart from this, he said, the draft of MSME Promotion Policy 2023 and MSME Special Concession Act 2023 has been prepared in the state, which will be implemented soon.
“Capital subsidy payable on fixed capital in the MSME sector is being increased from 25% to a maximum of 40%. Along with this, the state government is also preparing a strategic investment plan under the RAMP program of MSMEs. For this, a draft of the new Public Procurement Policy has been prepared, which will be implemented soon,” he said.
The chief minister claimed that Jharkhand excels in ease of doing business and has always been in the list of top 10 states in the first 5 editions of the Business Reform Action Plan.
Talking about the work of developing the means of transport he said a total of 08 major road corridors (1662.50 km) have also been identified to bring the national high road density in Jharkhand at par with the national average.
He said by developing these state roads into national highways, connectivity from north to south and east to west will be strengthened within the state. He said that the DPR was being prepared after identifying the corridors (ii) Holy Tourist Corridor and (iii) Central Corridor. We expect cooperation from the Center in the implementation of these important projects.
Urban areas and population are continuously developing in Jharkhand and accordingly efforts are being made to fulfil the basic needs of urban infrastructure and citizens.
Online Building Plan Approval Management System and Layout Plan Approval Management System is currently implemented in 45 bodies, 2 development authorities and Ranchi Smart City Corporation.
The Chief Minister said that the development of women is one of the topmost priorities of the government. He said that the state has always been in the forefront in ensuring the participation of women in SHGs and village organizations in the state and is counted among the top states in terms of participation of women in Panchayats as well.
Under the Savitribai Phule scheme, cash financial assistance is being provided to the girls of classes 08 to 12 for the purpose of education of girls, prevention of child marriage, reducing the tendency of school abandonment etc.
At the village level, Gender Forum (Change Forum) has been established in 4,368 villages so far to liberate all women associated with Sakhi Mandal from violence and to provide benefits of government schemes.
In order to get rid of the practice of witchcraft, “Garima Project” is being run in mission mode in 25 blocks of 7 districts of Jharkhand.
Under the livelihood mission itself, about 30,000 women have been given interest-free loans under the “Phulo Jhano Ashirwad Yojana” and they can get respectable business.
