Ranchi, Sept 3: Raju Kumar, an erstwhile client of Jharkhand High court advocate Rajiv Kumar has lodged a complaint of breach of trust against his former advocate and demanded his license should be seized.
Raju Kumar lodged a complaint to the Bar Council of India (BCI) in August, demanding suitable actions under the provisions of The Advocate Act. A native of Ranchi, Raju Kumar stated that on July 23, 2009, he had filed a PIL 3439/2009 to demand a CBI probe into the misuse of the secret service fund by some officials of Jharkhand police and other persons. He claimed that he had named two DGP rank officials of Jharkhand Police namely Bishnu Dayal Ram and Rajiv Kumar as the respondent of this case. Bishnu Dayal Ram is currently the BJP MP and Rajiv Kumar is associated with the Congress.
The petitioner said that the Jharkhand High Court disposed of this case on merit stating that if the state government wishes it can recommend the CBI inquiry after which the state home department issued a notification for the CBI inquiry. According to the petitioner, in order to prevent the CBI probe, Bishnu Dayal Ram in connivance with advocate Rajiv Kumar filed a writ petition WP PIL 5459/2010.
“But I was not made the respondent of this PIL because they were aware that I will strongly oppose that writ petition. Rajiv Kumar did not take interest in this matter. Somehow, I filed an interlocutory petition and after much legal battle, I somehow became the respondent. But sadly, Rajiv Kumar did not pursue this case and ultimately in 2012, the order of the CBI probe was reversed. I was told that Rajiv Kumar had taken money from BD Ram so that the CBI probe is stopped,” alleged the complainant.
