New Delhi, August 26: The Delhi Building and Other Construction Workers’ Welfare Board (DBOCWWB) has received the approval of the Delhi Lieutenant Governor (LG), VK Saxena, for 17 welfare programmes.
These programs are designed to give construction employees financial advantages like disability pensions, ex-gratia payments, medical assistance, maternity benefits and death benefits, among other things.
With an emphasis on ensuring that these benefits reach legitimate recipients through Direct Benefit Transfer (DBT) after Aadhar-based identification, the schemes would be put into effect in accordance with Section 7 of the Aadhar Act, 2016.
Minimising leakages and ensuring that benefits are targeted and reach individuals who really qualify are the main goals driving the implementation of these schemes. While preserving their welfare, it also aims to improve the working environment and standard of living for construction employees.
Saxena has ordered continual oversight and monitoring of the distribution and payment processes to guarantee the efficient and transparent implementation of these initiatives.
He emphasized the significance of making construction worker registration transparent, tamper-proof, and free of fraudulent practices.
To make sure that only legitimate construction employees receive these benefits, the duty of supervising the benefit transfer process has been delegated to the Deputy Labour Commissioners in the relevant districts.
Saxena emphasized the need to concurrently confirm the veracity of the registration process and the registered beneficiaries.
This action was taken in response to incidents of financial irregularities and leaks in the DBOCWWB’s benefit distribution process, including giving benefits to people who were not actually construction employees.
The unauthorised and illegal registration of fake construction workers and associated financial irregularities are already the subject of an ongoing inquiry.
The Anti-Corruption Branch is conducting this investigation under FIR No. 4/2018, based on sections 13(1)(d) and 13(2) of the Prevention of Corruption Act, 1988.
The approval of these welfare programmes and the focus placed on accountability and transparency during the registration process are important steps towards ensuring that Delhi’s construction workers receive the compensation and benefits to which they are legally entitled.
