New Delhi, Sep 19: The admission of BA. LLB and BBA. LLB students to the Guru Gobind Singh Indraprastha University (GGSIPU) for remaining vacant seats has been approved by Delhi Lt Governor VK Saxena pointing to a five-year delay on the part of the Delhi government, officials at the LG office stated on Tuesday.
With effect from the academic session 2023–2024, students will be admitted to the university’s five-year integrated law programs on the basis of their combined scores on the CUET in three subjects—English, legal studies and general test—after the full CLAT (UG) merit list has been exhausted.
Notably, Guru Gobind Singh Indraprastha University’s (GGSIPU) Chancellor is Delhi LG VK Saxena.
The LG expressed his concern that Chief Minister Arvind Kejriwal’s approval was sought well after the start of the academic session 2023–2024 while taking note of the file addressed to him. This, the LG said, was causing “unnecessary harassment” to prospective students of these highly sought-after professional programmes.
“Keeping in view the larger interests of the students, the LG approved the admission procedure, observing with concern, that the proposal for regulating admission in BA, LL.B/BBA LL.B Programme in GGSIPU for the academic session 2023-24, has been submitted in the month of September, causing inordinate delay in filling up the vacant seats in these courses,” it said.
To avoid pointless delays and to ensure the timely start of academic activities, the LG suggested in his note to ensure the prompt processing of such proposals, if any, in the future.
In accordance with the provisions of the Delhi Professionals Colleges or Institutions (Prohibition of Capitation Fee, Regulation of Admission, Fixation of Non-Exploitative Fee and Other Measures to Ensure Equity and Excellence) Act, 2007, the LG further instructed the Admission Regulatory Committee to process any future proposals related to the regulation of admissions procedures.
With Delhi LG’s consent, an Admission Regulatory Commission was notified on April 13 of this year in accordance with the provisions of Section 4 of the Act.
In order to ensure that the government adopts a fair, transparent, merit-based and non-exploitative procedure in accordance with the provisions of this Act, it has been provided in this Section that the Admission Regulatory Committee shall regulate the admission procedure in institutions and suggest guidelines to the Government.
“However, the proposal at hand was not routed through the Admission Regulatory Commission,” the statement of the LG office added.
GGSIPU had previously stated that the University had been accepting students into the aforementioned programme based on CLAT (UG) scores until 2022–2033. Over time, it has been apparent that some seats are unoccupied, which wastes valuable academic programming.
It also stated that, with effect from the academic session 2023–2024, the Board of Management of GGSIPU has decided to recommend to the GNCTD the issuance of a notification allowing GGSIPU to admit students on the basis of their combined CUET scores in three subjects (English, Legal Studies, and General Test) against the remaining open seats.
