Five Key Bills Passed in Jharkhand Assembly Monsoon Session

Ranchi: On the third day of the ongoing Jharkhand Assembly monsoon session, five significant bills were passed, including the Jharkhand State University Bill, 2025, the Jharkhand Professional Educational Institutions (Fee Regulation) Bill, 2025, and the Jharkhand Coaching Centre (Control and Regulation) Bill, 2025. These were tabled by Minister Sudivya Kumar Sonu, while Minister Sanjay Prasad Yadav presented two others — the Jharkhand MSME (Special Exemption) Bill, 2025, and the Jharkhand Platform-Based Gig Workers (Registration and Welfare) Bill, 2025. All were passed by voice vote.

Jharkhand State University Bill, 2025

The bill shifts key university appointments such as Vice-Chancellor, Pro-Vice-Chancellor, Registrar, Controller of Examinations, and Financial Advisor from the Governor’s purview to the Chief Minister’s authority. Recruitment and promotions in universities and colleges will also be handled by the state government. The Senate will now be chaired by the Higher and Technical Education Minister, meeting twice a year. While opposition leaders alleged it was politically motivated, the government defended it as a progressive step.

Professional Education Fee Regulation Bill

Aimed at regulating fees in private and professional institutions, this bill ensures rationalised charges for courses like medicine, engineering, and management. A fee regulatory committee will be formed to set fair structures before the academic session begins, curbing arbitrary practices in private institutes.

Coaching Centre Regulation Bill, 2025

With the rapid rise of unregulated coaching centres, this law mandates registration of centres teaching more than 50 students. Institutions with over 1,000 students must employ psychologists. District-level and state-level committees will monitor compliance. Unique IDs will be issued to each student, tutor, and institute, while fee refunds and accountability clauses are included to protect learners from exploitation.

Gig Workers Welfare Bill, 2025

This legislation provides nearly 50,000 platform-based gig workers with benefits like accident insurance, pensions, and welfare schemes. A welfare board and fund will be established, with aggregators required to contribute 1–2% of their annual turnover. The move is expected to significantly improve the social security of gig workers across Jharkhand.

MSME Exemption Bill, 2025

To encourage entrepreneurship, the MSME Exemption Bill removes licensing and fee requirements for the first three years of setting up micro, small, and medium enterprises. The government believes this will reduce red tape and promote industrial growth in the state.
