Ranchi: Frustration is mounting among the residents of Ranchi as Hehal Circle Officer (CO) Ghanshyam Kumar continues to remain absent during official hours. On Wednesday, locals who arrived at the Circle Office as early as 10 AM for work related to land records, mutation, and registration were still waiting at noon—without any sign of the CO.
Locals expressed anger, citing that the officer rarely comes to the office. “There is no fixed schedule. Sometimes he shows up, sometimes he doesn’t,” said one of the people waiting. Many added that the CO is seen just once or twice a week.
CI Present, But CO Untraceable
While Circle Inspector Sudhir Jaiswal was present and managing office work, he could not provide any clear information about the CO’s whereabouts or his expected time of arrival.
Official Phone Unreachable
Another major concern is that the CO’s government-issued mobile number remains unreachable most of the time. “We’ve tried calling several times, but the phone either stays switched off or doesn’t connect,” said a visitor. “If we could at least speak to someone, it would help us plan better.”
Staff Remain Tight-Lipped
Other employees in the office either avoided the question or gave vague answers when asked about the officer’s routine presence.
Administrative Apathy Exposed
The irregular attendance and lack of communication from CO Ghanshyam Kumar highlight a serious lapse in administrative discipline. As per Jharkhand government rules, officers are mandated to be present in their offices during scheduled hours. The officer’s unavailability violates service conduct norms and undermines public trust.
