Ranchi: During the ongoing budget session of the Jharkhand Assembly, senior MLA Hemlal Murmu took a sharp dig at his own government’s minister, Irfan Ansari. He said that constructing buildings and gates alone will not suffice; efforts must be made to upgrade the Ranchi Institute of Neuro-Psychiatry & Allied Sciences (RINPAS) to a university. He also highlighted that the institute is currently functioning only under an acting director.
Murmu added, “Ranchi is known across the country for its mental hospital, but now even basic services like telemedicine have stopped, and medicines are not readily available.”
Responding to the concerns, Minister Irfan Ansari stated, “We will provide telemedicine services, but miracles can’t happen overnight. Medicines are available in all districts.”
Ansari also informed the House that ₹54.90 crore has been allocated for constructing a new building for RINPAS. “After the construction, we will focus on developing academic facilities. Efforts are also underway to grant it university status,” he added.

BJP legislator Louis Marandi raised the issue of establishing an Industrial Training Institute (ITI) in Ramgarh block of Dumka district. Responding to the query, Minister Sanjay Prasad Yadav assured the House that an ITI will be set up in the area in the next financial year.
