Several people have also raised questions as a result on the credibility of JAC and the trust the government has in the Council. When questioned about the reason to affiliate the schools with CBSE, instead of improving the quality of JAC, JEPC state project director Kiran Kumari Pasi stated, “The government is already working on improving the quality of education in JAC. There are plans to train teachers as well to improve the quality. However, all the change will happen slowly and it will take time to improve the conditions.”
Moreover, she added that CBSE had been chosen as it has the closest pattern to all the nationally held examinations, be it IIT or Olympiad. In fact, even students of ICSE often shift to CBSE in plus two in order to be able to compete in competitive examinations held on a national level.
She also added, “However, the work to bring JAC to the level of CBSE is still being done but will take time.”
The JEPC has also begun hiring teachers for said schools. During the hiring process, the schools will be focussing on the English background of a candidate and their communication and writing skills. The Council will also focus on teachers with prior CBSE school experience as teachers. The teachers may also be hired as per the process in Kendriya Vidyalaya.
On the other hand, JAC officials were unavailable for questioning in the matter.
Meanwhile, as per the rules of CBSE, for affiliation, a school should be Government or Government aided, run by autonomous organisations under the Government like Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), Central Tibetan Schools Organization (CTSO), Sainik Schools Society etc, run by government department directly like defence, railways etc.
They may also be granted affiliation managed directly by public sector undertakings or by reputed societies of public sector undertakings under the financial control of such public sector undertakings or by societies formed by such undertakings, or should be private, unaided schools or are registered under Societies Registration Act of 1860, registered trust or registered under section 8 of Company registration Act. Apart from this, the schools are also marked on the basis of land requirements, physical infrastructure, financial resources, and school fees.
