Ranchi: A fresh appointment and promotion scam has rocked the Jharkhand Assembly, marking the third such controversy within the legislature. After a petition was filed in the High Court demanding a CBI probe, the Assembly cancelled the entire recruitment process, confirming serious irregularities in the promotion of Class IV employees to Lower Division Clerk (LDC) posts through a limited departmental exam.

Limited Exam Misused to Favour Selected Candidates

The Assembly had decided to promote Class IV employees to clerical positions through a limited exam. The first test was held on July 14, 2024, at Kairali School, Ranchi. No candidate passed, as those who cleared the written exam failed the typing test. A second exam was then held on September 14, 2025, at Radha Govind College, Ramgarh, where major discrepancies were found. Unlike the first exam, where written marks and typing speeds were detailed, the second result merely marked candidates as “Qualified” or “Not Qualified” in typing. This change allowed favoured candidates to pass, with 23 employees promoted based on the manipulated second exam result.

Court Petition Triggers Cancellation

The High Court petition highlighting the discrepancies led to the Assembly cancelling the exam, citing “unavoidable reasons.” A comparison revealed that several candidates who failed in the first exam passed in the second, raising strong suspicions of malpractice.
