Jharkhand cabinet nod to file PE against five ex-BJP ministers, Rs 1 cr fine for cheating in exams

Ranchi, July 25: The Jharkhand state cabinet today granted permission to file PE (preliminary enquiry) against five former ministers of the Jharkhand Government for having assets beyond the reasonable source of earning.

The list includes former sports minister Amar Kumar Bauri, agriculture minister Randhir Kumar Singh, education minister Neera Yadav, welfare minister Louis Marandi and rural development minister Neelkanth Singh Munda.

Cabinet coordination secretary A.K.Singh informed this saying the decision was taken in the light of a PIL filed by Pankaj Yadav before the Jharkhand High Court after the opinion of the advocate general. Earlier, the anti-corruption bureau had done secret verification in the matter and suggested registration of a PE.

Other important approvals included purchase and distribution of three books on senior JMM leader Shibu Soren from M/s Prabhat Prakashan Pvt. Ltd on nomination basis under the Gyanodaya Yojana and Jharkhand Export Policy-2023 to ensure export of 5 percent Jharkhand products and new health insurance scheme for retired and working government employees, one bill providing one crore fine and 10 year imprisonment  in case of adopting unfair means during the examination, another bill allowing establishment of a Life Sciences University to bring all medical colleges of the state under it besides others.

List of other approvals:

? Provision of ‘Nominee Director’ in the Board of Directors of Jharkhand Bijli Vitran Nigam Limited

? Amendment in minimum educational qualification in Jharkhand Cooperative Auditor (Recruitment, Promotion and Service Condition) Cadre Rules, 2014

? Amendment in Jharkhand Cooperative Extension Officer (Recruitment, Promotion and Service Condition) Cadre Rules, 2014 (Effective 24/10/2014) i.e. First Revised Rules, 2016 and Second Revised Rules, 2021 were approved for amendment.

? Jharkhand Child Development Service Non-Gazetted Staff Recruitment and Service Condition (Amendment) Rules-2023 were approved.

? Maternity leave to the employees appointed and employed on contract basis.

? Guidelines related to the process of availing old pension after selecting the old pension scheme were approved.

? Regularization of services of 29 contract workers working under Finance Department, Government of Jharkhand

? Extension of Jhar-CERT (Centre for Computer Emergency Response for the Government of Jharkhand) project operated by C-DAC, Kolkata for three years by reducing project cost to Rs 70.77 crore from  88.14 crores

? Centralized Online Admission of the candidates through the web portal of Directorate of Planning and Training, Labour, Planning, Training and Skill Development Department- iti.jharkhand.gov.in.

? Revision of Centrally Sponsored Mission Vatsalya Yojana,

? Implementation of centrally sponsored “Pradhan Mantri Matru Vandana Yojana” in its modified form under Mission Shakti (power).

? Amendment in guidelines under Anganwadi Services operated under Centrally Sponsored Mission Saksham Anganwadi and Nutrition 2.0.

? Approval was given to amend the guidelines for the implementation of the Centrally Sponsored Scheme for Adolescent Girls (SAG).

? Under the Centrally Sponsored Scheme Atal Renovation and Urban Transformation Mission 2.0 (Amrit 2.0), Rs.8301.21 lakh. Administrative approval was given to the Mahagama Urban Water Supply Project, which received technical approval at a cost of Rs.

? Approval was given to provide medical aid grants through Jharkhand State Arogya Society to the beneficiaries of Chief Minister’s Critical Illness Treatment Scheme.

? Sanction was given to provide additional authority to the Anti-Terrorism Squad to control organized crime in the state of Jharkhand.

? Sanction was given for the creation of 01 post of presiding officer of the level of District Judge for the newly constituted Additional Motor Vehicle Accident Claims Tribunal in Ranchi.

? In order to comply with the announcement made by Jharkhand CM during the Van Mahotsav, from the financial year 2023-24, the general public living in urban areas will be given a subsidy of five units of electricity per tree in their electricity bill for planting trees on their private land.

? In Jharkhand Industrial Area Development Authority Regulation, 2016, approval was granted for expansion of the provision regarding payment of land value in 10 equal installments in five years.

? Under the suggestion and framework received by the Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, Government of India, it was approved to set up State Water Informatics Center (SWIC) within the state of Jharkhand as a dedicated organization for coordination, collection, dissemination of data related to the water resources of the state and to bring the water data of all the departments under the state on a single platform.

? Approval was given for the formation of the Jharkhand Ophthalmic Assistant Cadre (Appointment, Promotion and Service Conditions) Rules, 2023 under the Department of Health, Medical Education and Family Welfare.

? Approval of Jharkhand Pharmaceutical Policy-2023.

? In the light of the amendments made by the Central Government in the Central Goods and Services Tax Act, 2017, the Council of Ministers approved the introduction of the Jharkhand Goods and Services Tax (Amendment) Bill, 2023 in the monsoon session of the Jharkhand Legislative Assembly to amend the Jharkhand Goods and Services Tax Act, 2017.
