Jharkhand CM unveils quota  rules for locals, distributes job letters to 11,406 in private companies

Ranchi, July 16: Chief Minister Hemant Soren released the rules for employment of local candidates in the private sector and distributed appointment letters to 11,406 youths at a grand ceremony at Morhabadi ground on Saturday.

 

“We have approved 75 per cent job reservation for our state youths in the private sector and now we will realise it on ground soon,” Soren said to a thunderous applause by the hundreds of students amidst loud drum beats to mark the occasion.

 

Soren said that of the 11,406 candidates who were handed over the appointment letters today more than 5,000 candidates have got engaged in the state’s apparel sector and about 75 per cent of these successful candidates in apparels sector are girls.

 

The rules announced today for The Jharkhand State Employment of Local Candidates in Private Sector Act, 2021 ensure that all individuals and establishments employing more than 10 persons will recruit 75 per cent of local youths in their total vacancies of positions that fetch a monthly gross salary of up to Rs 40,000.

 

“We have been sensitive to the aspirations of our people unlike past governments that worsened the situation in the state. With the support of our people, we can make our backward state one of the leading states in the country in five to six years,” he said.

In a major announcement, Soren said that the government will soon come out with a law to bear the cost of preparation of all competitive exams including JPSC, UPSC, engineering, medical and others, so that the students could focus on their study and not leave studies mid-way due to financial constraints.

 

He said that the state will not stop at that and will ensure funding for students of weaker sections namely tribals, scheduled castes, backward and minority for studies abroad. “Currently, 60 tribal students are studying in foreign universities funded by the state.”

 

Soren handed over appointment letters to some of the 11,406 candidates who got jobs in 21 different sectors including apparels, automotive, healthcare, financial services, electronics and hardware, beauty industry, food processing, and tourism and hospitality.

 

Taking a dig at the opposition, Soren said that while other parties only talk about making people wearing ‘hawai chappal’ (slippers) take ‘hawai yatra’ (flight), his government has already done that during the pandemic when he ensured that people of Jharkhand were brought back to the state whether on flights, railways or buses from outside the state and the country, and ensured that not a single person died in the state due to hunger.

 

Jharkhand Labour Minister Satyanand Bhokta said that the government has been very sensitive to the welfare of the people both within the state and those who had migrated out. “We not only ensured safe return of the migrants but also ensured that they got their full payments from their employers who had thrown them out of job,” Bhokta said.

 

State Rural Development Minister Alamgir Alam said, “The Jharkhand government led by Hemant Soren has taken several decisions including some of which were taken in the Cabinet meeting yesterday for the welfare of the people who deserve a better life.”

 

Acting Chief Secretary Arun Kumar Singh said, “This is a historic day for Jharkhand when a job reservation policy for local youths has been initiated. The policy is good for both companies as well as candidates as companies by giving jobs to local youths will ensure cooperation and support from the local population in terms of location, transport and congenial industrial atmosphere.”

 

Labour Employment and Training Secretary Praveen Kumar Toppo said, “The policy has come into effect from 15 July 2022 and so all vacancies from today in the private sector will have to ensure 75 per cent jobs go to the local youths.”

 

The maximum employment was generated by companies in the apparels sector (5,332), healthcare (1,041), management and entrepreneurship (1,168), automotive (785) and construction sector (672). The salary ranged between Rs 10,000 to Rs 35,000.

 

Mausam Raj, a resident of Dhurwa in Ranchi, who got a job as an executive in the industrial designing sector, said he will be getting Rs 35,000 a month. Bipul Sahu from Kandra in Seraikela Kharsawan district has got a job as Survey Executive in SEDAC India Pvt Ltd at Jamshedpur with a monthly package of Rs 16,000.

 

Usha Soren, a resident of Dhanbad, who got a job with Jio Mart with a monthly pay of Rs 17,000, said, “All the girls should come out of their house and experience the big world outside.” She then shared her views in Santhali language, which was appreciated by all present including the Chief Minister.

 

Krishna Nand Jha, AGM (East India), Telecom Sector Skill Council said, “Jharkhand students are laborious and dedicated. With proper training in communication and personality development apart from training in the respective trade skills, they are at par with most across the country. Two call centres, in Ranchi and Ahmedabad, and one hospital in Ajmer have recruited 60 of our certified candidates from Jharkhand.”
