As all government of India, state government, semi government and private offices are permitted to function with a maximum 50 percent strength of human resources. the government servants at the level of under secretary and above have been directed to attend their offices on all working days.

As regards government servants below the level of undersecretary, at least 50 percent attendance is to be ensured. Those officers or staff not coming to their offices shall work from home and they should be available on telephone and electronic means of communications all the time.

Persons with disabilities and pregnant women employees shall continue to work from home.

The guideline directs heads of departments to ensure that the national directives for the Covid-19 management, which include instructions issued for the regular sanitization, cleaning of working places, maintenance of social distancing norms, wearing masks etc are strictly ensured that there is no crowding in the corridors.

Regarding the meeting, the guideline suggests that it should be done through video conferencing. Guidelines suggest personnel meetings with visitors, unless absolutely necessary in the public interest, are to be avoided.
