Ranchi, March 16: Independent legislator Saryu Roy today cornered State’s Health Minister Banna Gupta on the issue of transfer and posting of doctors in the state.

Roy, calling the attention of minister Gupta towards the practice of transfer and posting in the health department said that the work was being done arbitrarily and the chief minister’s office (CMO) was not taken into confidence in violation of rules on this matter.

Though Gupta contradicted Roy saying the health department does transfers and postings according to requirement seeing the urgency of the work and it is not doing anything against the old practice in the department, Roy did not get convinced.

Roy said there are reports suggesting people in the health department have consolidated their position at one place for many years. He said the health department does not send files related to transfer and posting before the chief minister for his recommendation despite demand.

Roy dared chief minister Hemant Soren present in the house to speak on the matter and let the house know whether he had been taken into confidence in taking decision on transfer and posting in the health department. He also demanded the constitution of an assembly committee to probe the same.

Earlier, Ajsu legislator Lambodar Mahto cornered the state government on the issue of recruitment policy while calling attention of the department minister towards cancellation of advertisement of 3.59 lakh jobs in the state. He wanted to know from the minister when the bill passed unanimously from the house for 1932 based local policy will be enacted and what will be the use of the policy when the government completes its appointment process before its enactment. Though parliamentary affairs minister Alamgir Alam said the process of the bill being converted into act is on, Mahto was not convinced and blamed the government for taking a U turn on the issue. “32 has directly become 23,” Mahto commented.

As the discussion was going on, the BJP legislators were creating ruckus in the house. On which congress party legislator Dr Sarafraz Ahmed expressed his anguish demanding action against the BJP legislators from the speaker. ‘Vocal minority, silent majority par havi ho raha hai (vocal minority is dominating rgw silent majority,” Dr Ahmed said.

Following which the speaker adjourned the house till 2pm. In the meantime, he convened a meeting of the business advisory committee at his chamber.
