Ranchi, March 15: At the time when police in the state claim to have rooted out Maoists either by compelling them to surrender or by ensuring their arrests, promotion of police officials to their next rank appears to be challenging.

This was reflected observing the crisis of police officers in the Jharkhand capital where neither DIG (South Chotanagpur) is present nor the Traffic SP. The situation is so bad that even the post of Dy SP (Hatia) has been vacant for the last eight months.

A police official supported the observation saying from police officials right from constable to the DSP rank officers are not getting promotion in Jharkhand Police and many retired waiting for their promotion.

“But due to lack of promotion, somewhere the morale of the officers of the State Police Service is being affected,” the official said, supporting the observation.

The official said that due to the lack of promotion posts of 24 IPS officers are also lying vacant and it is expected that many deserving DySPs, who could be promoted to IPS rank will retire in the same way many inspectors retired without converting their dream of becoming a Dy SP into reality.

“Nine IPS officers retired in the year 2017 while in the year 2018 and 2019 respectively four and five retired. Apart from this, in the year 2020, as many as six promoted IPS officers retired. After their retirement, their posts are lying vacant.  Though the Union Home Ministry had already written that the pending selection list from 2017 to 19 should be prepared on a priority basis to ensure the promotion of officers of the police service but apparently the work appears difficult than carrying out operations against extremists,” the police official said laughing.

Sharing data of vacant posts of ASP and senior DSP, an official at state police headquarters said: “Against the sanctioned strength of 39 ASPs, 37 are lying vacant while against the sanctioned posts of 38 Senior DSPs, 37 are lying vacant. Senior officials cite ongoing investigation in the second civil service case as the reason behind this but strong will power of the government is a barrier before the promotion.”

“A meeting of departmental promotion on the posts of Senior DSP and ASP was held on December 1, 2020 and December 23, 2020. During the meetings the progress in all the services and posts of the state government was stopped with immediate effect by the state personnel department,” the official said.
