Jharkhand State Service officers get long due promotion, but continue to work under juniors

Ranchi, Jan 21: Despite getting promotions from the state government after a long time, the officers of the Jharkhand State Administrative Service are still working in the same posts. As a result, despite being promoted, they are becoming victims of frustration and resentment due to which the work is getting affected.

Moreover, in many cases, despite being promoted, they are not in a position to give instructions to senior officers while they are posted on their previous posts.

An officer said on the condition of anonymity that there is difficulty in maintaining law and order at the district level. It is said that IAS officers get time-bound promotions and increments, but the state administrative service officials are neither promoted nor posted by the government on time.

On the one hand, the officers are not being posted, whereas, on the other hand, in many districts, the same officers are handling the responsibilities of many departments and it is the situation in almost all the districts of the state.

In the matter of promotion and posting, Chief Secretary Sukhdev Singh sent a letter to all Additional Chief Secretaries, Principal Secretaries and Secretaries on December 15, 2022, in which there was a clear order that the notification of promotion should not be issued without the posting order.

However, no one cares about his instructions in the matter of promotion and posting and his instructions are also being deliberately ignored.

Notably, promotion from basic grade to junior selection grade has been given to officers selected from second and third JPSC whose notification was issued in June 2022, but the government has promoted them from December 2020.

At the same time, about 60 officials selected from the fourth JPSC were also promoted in December 2022 but government work is still being taken from them only on basic grades.

The situation is that hundreds of officers are waiting for posting despite promotions. Such is the situation when many officers are holding the responsibility of many posts simultaneously.

The post of DTO comes in the Junior Selection Grade. About 190 State Administrative Service officers are waiting for posting in the state, while one DTO is handling the charge of two or three districts. For example, the charge of the East Singhbhum and Seraikela districts is handled by the same DTO.

About 55 officers promoted from Junior Selection Grade to the post of Deputy Secretary got promoted in September 2021 but all have remained in the same position as before.

Moreover, about 40 officers have been promoted to the post of Joint Secretary level in November 2022, but all are still serving in the post of DCLR, SDO, DSO, and DLO.

Many officers of the level of Joint Secretary are serving in the post of Land Reforms Deputy Collector or Additional Collector. Due to non-compliance with administrative posts, the administrative system has gone haywire, because it is becoming difficult for junior officers to control senior officers.

Ramgarh’s Additional Collector Nelson Bage has been promoted to IAS by the government, but he is still working as AC (Additional Collector).

Similarly, Ejaz Anwar, working on the post of District Land Acquisition Officer Chaibasa, has got a promotion to the post of Joint Secretary but at present, he is also working on junior selection grade only. The officers present in the junior position related to law and order are not able to instruct them on any kind of work.

Moreover, Shabbir Ahmed DSO Palamu has been promoted to the post of Joint Secretary but in the recent DSO transfer, he has been posted as DSO Chaibasa. According to the information, he has not contributed to the post of DSO Chaibasa.
