Ranchi, June 15: The National Human Right Commission (NHRC) has selected a retired lady IAS officer from Jharkhand, Suchitra Sinha, as a Special Rapporteur for the for Zone X covering the state of Odisha.
Rapporteur is a French word which means special ambassador. Special Rapporteur used to be an eye, ear and heard of the NHRC.
NHRC this year has selected as many as 12 people from across the state as Special Rapporteur. Out of 12 as many as 10 are retired police director generals while two are retired IAS officers.
Earlier, two IAS officers of Jharkhand cadre Vinod Agrawal and Sunila Basant had also been given this responsibility.
The scope of work of rapporteurs used to be big. They have right to probe into the matter of human right violation in all the state or union sponsored jails, remand home and observations homes, issues related to tribal welfare, human trafficking, child labour, bonded labour, scheduled caste, scheduled tribe and other backward class.
Their responsibility is to report to NHRC on the matter of human right violations besides keeping vigilance , evaluation and suggestions on the matter of human rights.
