Now, BEEOs and AEOs to depute govt teachers in Jharkhand

The deputation of a teacher will be for maximum period of six months

Ranchi, June 17: As per changes made under the new recruitment rules for teachers, the Block Education Extension Officer (BEEO) and Area Education Officer (AEO) will be able to depute teachers in the state. They have also been given the right of deputation of primary and middle school teachers. Notably, the District Education Superintendent has not been given this responsibility as per the rules.

As per the rules, now in the event of closure of school work due to a lack of teachers in any primary and middle school in the state, AEO, BEEO and Junior School Inspector, can depute teachers from schools under their jurisdiction that have an ample number of teachers.

The deputation of the teacher will be for a maximum period of six months. Due to administrative reasons, the DC can also depute a teacher in a particular place for a maximum period of one year.

Apart from this, the Director of Primary Education will also be able to depute the teachers in special circumstances. No allowance will be payable to the teacher during the deputation period.

Notably, an earlier deputation of teachers was done for three months under normal circumstances.

Officials at the office of the DSE explained said that assistant teachers will not be appointed against the vacancy of anyone or another district. They further said that if the seat remains vacant in any district, then the candidate of the other district will not be selected for that post. The post which remains vacant will be included in the next appointment.

In this regard, a District Education Establishment Committee is to be formed that will be the competent authority for the posting of assistant teachers. The authority to give promotion regarding the same will also be with the Committee. After the appointment of assistant teacher, if there is no regular promotion even after satisfactory service of 12 years and 24 years, respectively, they will be given the senior pay scale as per the provision fixed by the department.

Notably, the District Establishment Committee will be headed by the Deputy Development Commissioner, District Education Officer, Senior Area Education Officer of the District, and a Gazetted Officer of Scheduled Castes and Scheduled Tribes nominated by the Deputy Commissioner will be members. The District Superintendent of Education will be the member secretary of the said committee.

Meanwhile, the directions regarding the inter-district transfer for primary and middle school teachers of the state have teachers in the state worried.

Naseem Ahmed, Chief Spokesperson of All Jharkhand Primary Teachers Association, Jharkhand State said, “The resolution which has been issued regarding the transfer. However, we do not think that the transfer of teachers will be possible.” He said that the rules have been complicated in such a way that the transfer of teachers seems impossible.

Notably, for the past several years, around 7000 teachers in the state have been waiting for inter-district transfer orders. Ahmed further said that only time will tell how many teachers will be transferred.
