Online Gaming Bill Threatens India’s $3.7 Billion Industry

New Delhi: The Union Cabinet’s clearance of the Online Gaming Bill 2025 has triggered turmoil in India’s digital entertainment sector. While the bill promises recognition and growth for esports, real-money gaming (RMG) platforms like Dream11, Games24x7, Winzo, and others face the risk of collapse, as the draft law seeks to ban money-based online games entirely.

What the Bill Proposes

The Online Gaming Bill 2025 aims to curb illegal betting by imposing a blanket ban on all money-based games, whether skill-based or chance-based. It prohibits advertisements for such platforms and restricts banks and financial institutions from processing related transactions. Violators could face up to three years in jail and hefty fines. The move directly impacts top players such as Dream11, My11Circle, GamesKraft, and KheloFantasy.

Industry Impact and Economic Stakes

India’s online gaming industry, currently valued at $3.7 billion and projected to grow to $9.1 billion by 2029, derives nearly 86% of its revenue from RMG formats. With an annual revenue base of Rs. 31,000 crores and significant tax contributions, the sector has been growing at a 20% CAGR. The proposed ban threatens not only enterprise valuations but also thousands of jobs tied to this booming industry.

Support for Esports Growth

Esports professionals have welcomed the bill, highlighting its role in separating competitive gaming from gambling. Animesh ‘Thug’ Agarwal of S8UL called it a “historic turning point” for esports, emphasizing its potential to put India on the global esports map. Similarly, NODWIN Gaming’s Akshat Rathee praised the government’s recognition of esports but urged clarity in distinguishing between different categories of online gaming.

AIGF’s Strong Opposition

The All India Gaming Federation (AIGF) has condemned the bill, warning of “catastrophic fallout.” It argued that prohibition would stifle innovation, destroy jobs, and hurt millions of young professionals in the sector. The AIGF stressed that progressive regulation, not blanket bans, is the solution to ensuring safety and transparency in India’s digital gaming ecosystem.

The Road Ahead

The Online Gaming Bill has set the stage for a decisive battle over the future of India’s gaming industry. While esports may benefit from recognition and structure, the fate of RMG platforms hangs in the balance. With billions in valuation and significant tax revenues at stake, the coming weeks will reveal whether India’s digital gaming landscape undergoes regulated growth or faces a crippling shutdown.
