New Delhi: Prime Minister Narendra Modi is set to embark on his eighth visit to Japan from August 29–30, 2025, where he will join Japanese Prime Minister Shigeru Ishiba for the 15th India-Japan annual summit. The two leaders are expected to discuss strengthening the Special Strategic and Global Partnership, with a sharp focus on high-speed rail, economic security, and emerging technologies.
Quake-Safe Bullet Trains On Agenda
A key highlight of the visit will be Japan’s participation in future bullet train projects in India, beyond the ongoing Mumbai-Ahmedabad high-speed rail. Modi and Ishiba are expected to travel to Sendai in a bullet train, underscoring the collaboration. Japan has proposed deploying its advanced E10 series bullet trains simultaneously in India and Japan. While the trains maintain the same 320 km/h top speed as the E5 series, they are equipped with earthquake-resistant derailment-prevention systems and future-ready automation for driverless operation.
Japan International Cooperation Agency (JICA) has already committed ₹88,000 crore—81% of the total ₹1.08 lakh crore cost—for the Mumbai-Ahmedabad project. The rest is funded by the Ministry of Railways and the governments of Gujarat and Maharashtra.
Strategic And Economic Security Talks
Alongside rail infrastructure, India and Japan will upgrade their 2008 Joint Declaration on Security Cooperation. A new initiative on economic security will be launched, with emphasis on semiconductors, critical minerals, clean energy, artificial intelligence, and telecommunication. The two sides will also exchange perspectives on regional and global challenges.
Shared Democratic Values
Foreign Secretary Vikram Misri highlighted that India and Japan, both among the world’s top five economies and leading democracies in Asia, share values of trust and strategic alignment. The annual summit, he noted, represents the highest level dialogue mechanism between the two nations.
