Procurement from MSEs should rise to 50%, says Central Coalfields CMD

Ranchi, Nov 28: Central Coalfields Ltd (CCL) Chairman and Managing Director PM Prasad on Monday said that with efforts procurement from micro and small enterprises (MSEs) can be increased to 50%, instead of the mandatory minimum 25%.

“Prime Minister Narendra Modi’s vision of making India a $20 trillion economy can only be realised if we develop inclusive growth, for which, the role of MSMEs becomes very crucial,” Prasad said at a vendor development program jointly organised by CCL and Jharkhand office of the Ministry of Micro, Small and Medium Enterprises (MSME).

 

Prasad said that while India has made 25% mandatory public procurement from the MSE sector, the corresponding figure in Germany is 53%. However, in India, the central ministries, departments and PSUs have a tough time finding quality vendors.

“If the MSEs can ensure quality and timely delivery, their share can increase. We can surely raise their share to 50% if we all work with a focused approach. Instead of annual meets, we need quarterly meetings to review and mentor the vendors,” he said.

Supporting the CMD’s views, Jharkhand Industry Secretary Vandana Dadel, who was also the Chief Guest on the occasion, said, “There are long intervals between meetings with the industries. We should hold meetings with entrepreneurs every month.”

She advocated the idea to increase the frequency of meetings with the vendors to take stock of the situation, share each other’s expectations and take corrective actions. The PSUs should try procuring 50% of their requirements from MSEs, Dadel seconded.

MSME Development and Facilitation Officer (DFO) and Joint Director Indrajeet Yadav explained the genesis of vendor development programs and said that the Jharkhand office of MSME has been organising such events each year along with a PSU.

“There are 60-70 MSE stalls in the exhibition. I request officials of CPSUs in the state to visit and understand how to engage and increase their share. We are now supposed to report both on the output and the outcome of vendor development works,” he said.

The ongoing two-day event at the convention centre in CCL Darbhanga House in the state capital has three objectives – vendor development, industrial exhibition and buyers and sellers meet. Industry Secretary Vandana Dadel inaugurated the exhibition.
