Ranchi, Sept.18: Ideally post tenure of a government employee shall be 3 years and station tenure shall be 6 years for better administration but the exception is always there and one was noticed in the state industry directorate, which recently hogged the limelight for paving the path of Rs 10,000 crore investment after an investors’ meet in New Delhi.
The one is Rajendra Prasad, who entered the industry directorate after bifurcation of Jharkhand from Bihar on January 27, 2001, in the capacity of technical officer and now working there in the capacity of deputy director (MoU, Food Processing and Trade Fair).
Prasad remained a technical officer in the directorate in Ranchi from January 27, 2001 to August 7, 2010. He remained in the same directorate in the capacity of project manager cum additional director (industry) from August 18, 2010, to July 7, 2011.
On July 8, 2011, he was transferred to Lohardaga in the capacity of the project manager but he remained on deputation at the directorate in the same capacity till July 1, 2014, with a break of nearly one year (February 2012 to April 2013). During the break period he remained deputed at Ranchi Industrial Area Development Authority (RIADA) in the capacity of assistant development officer.
Prasad consolidated the directorate again from July 2, 2014 to January 1, 2016. He remained on deputation though he was transferred to District Industry Centre, Ranchi in the capacity of project manager. Finally on October 3, 2016 he became in-charge deputy director and now deputy director (MoU, Food Processing and Trade Fair).
Insiders said Prasad is a skilled employee and has good interpersonal skills. Thus despite the change in government his position remained unchanged in the directorate.
“He is very efficient and all officers want him at the directorate. He is an exceptional figure. Sometimes I wonder how the department will run without him. He is Sachin Tendulkar in the industry directorate,” an employee praising Prasad said.
Contacted Prasad for his comment on this achievement he was hesitant to reply saying senior officials should be asked regarding this.
“Some people are jealous of my achievement. Thus it will be better to talk to my bosses on the matter. It is all upon the officers where to use my service. I remained here in different capacities,” Prasad said.
Contacted director Jitendra Singh for his comment he politely parried the reply saying he ‘can’t comment whether he is more efficient or less efficient,’ and ‘apart from this appointment of deputy director is done on department level.’
Contacted industry department secretary Puja Singhal to know the reality, she did not respond. Attempts to get some replies through Whatsapp also turned futile.
An official of the personnel department, however, said that the matter is required to be properly scanned in the interest of good governance even if the employee is exceptionally good.
“Generally an employee is transferred with promotion and all precautions are taken to ensure that an employee does not remain posted at one place or one post for a long time. Long stay of an employee at one place gives an opportunity for autocracy,” the official, who did not want to be identified, said.
