Ranchi, Dec.3: Death and birth data of the period 2013 to 2016 is not available with the Ranchi Municipal Corporation. This has made verification and modification of all the death and birth certificates issued during that period difficult.
A city resident, Ajay Lal, who procured a new birth certificate in 2013, informed this to Lagatar24.com, sharing his difficulty.
“I was taken aback when the school authority during the admission of my son declared his birth certificate issued from Ranchi Municipal Corporation (RMC) in 2013 fake. Officials said that the record was not found on the server. Finally, I have to apply for a fresh birth certificate. When I was running from pillar to post to get a new birth certificate I noticed many facing problems like me. While some were facing problems in getting passports, some were facing problems in getting pensions due to the problem,” Lal said.
Councillor of ward 26 Arun Kumar Jha confirmed the situation saying he tried his level best to sort out the issue. “After I took an initiative, a new birth certificate was issued but the problem exists,” Jha said.
Assistant public health officer assigned to take care of death and birth registration, Dr Anand Shekhar Jha, admitted the problem saying he was intentional to sort it out soon.
“During the period 2012 to 2016, Pragya Kendra supported by JAP-IT used to collect the data and send them to RMC for issuance of certificates. That time the CSC portal was being used. After 2016, the system was changed. Now the central government has taken over the system and the civil registration system (CRS) is being used to collect the data. Thus the data collected in the CSC portal is not being accessed. It is with JAP-IT. Now we are trying to ascertain why JAP-IT did not merge data with the CRS,” Dr Jha said, sharing the technical problem.
Ironically, JAP-IT is running without a CEO and there is no one authorised to talk to in the matter.’ IT Secretary Vipra Bhal could not be contacted for comments.
An insider, however, said that the IT department is not responsible for this. “SSL License of many departments including Ranchi Municipal Corporation has expired. Thus the problem has arisen,” the insider said, adding that data of RMC is with NIC.
“An SSL certificate is a digital certificate that authenticates a website’s identity and enables an encrypted connection. SSL stands for Secure Sockets Layer, a security protocol that creates an encrypted link between a web server and a web browser,” the insider added.
