TICCI punches holes in Jharkhand government policy of awarding contracts to locals

Ranchi, Dec.6: The Jharkhand unit of Tribal Indian Chamber of Commerce and Industries (TICCI) doubts the intention of the Jharkhand government to prepare tribals as entrepreneurs. National general secretary of TICCI Jharkhand Basant Tirkey shared the doubt while talking to Lagatar24.com today.

He said that the Hemant Soren government pretends to be pro-tribal but its action does not match with its mission of tribal development.

“In 2020, the Hemant Soren government declared that priority will be given to local SCs, STs and OBCs in awarding government contracts up to Rs 25 crore.  But very few people know that the situation of deciding priority will come only when local STs, SCs and OBC qualify technical bids and the amount quoted by a bidder of general category and reserve category will be the same at the time of opening of financial bid. In case two candidates of reserve category qualify, the tender will be decided on lottery basis. Practically this is an eye-wash and an attempt to fool reserve category bidders as for them qualifying technical bid is a big challenge and in case they qualify the same the possibility for being quoted amount the same is rare. Apart from this, the policy provides relaxation just once in a year.,” Tirki said.

Giving another instance to support his doubt, Tirki said: “While the Raghubar Das government had drafted a policy to give 100 percent relaxation in vendor registration fee for reserve category, the Hemant Soren government is planning to give just 25 percent relaxation and talk as if big work is being done.”
