New Delhi: The United States Department of State has issued an updated travel advisory for Americans in India, urging them to avoid certain regions and reconsider visiting the northeastern states. The advisory, released on July 23, highlights specific areas under different caution levels based on safety concerns.
The northeastern states, including Manipur, which has been experiencing ethnic clashes since May 2023, have been placed under ‘Level 3’ (Reconsider Travel). The advisory also designates the Union territory of Jammu and Kashmir, the India-Pakistan border, parts of central and East India, and Manipur under ‘Level 4’ (Do Not Travel).
Overall, India is categorized as ‘Level 2’ (Exercise Increased Caution). The advisory emphasizes the high rates of violent crimes such as rape, which is reportedly one of the fastest-growing crimes in India. It also warns about the potential for terrorist attacks targeting tourist locations, transportation hubs, markets, malls, and government facilities.
The advisory notes that the US government has limited ability to provide emergency services in rural areas, stretching from eastern Maharashtra to northern Telangana and western West Bengal. US government employees require special authorization to travel to these regions.
In the case of Jammu and Kashmir, the advisory cites frequent terrorist attacks and violent civil unrest, along with sporadic violence between Indian and Pakistani forces along the Line of Control (LoC). However, neighboring Ladakh is deemed safe for travel.
The presence of Maoist extremist groups, also known as Naxals or Naxalites, targeting local officials, is a significant concern in parts of central and east India. Occasional acts of violence by ethnic insurgent groups are the reason for caution in the northeastern states.
