Ranchi, Aug 20: Under the aegis of Jharkhand OBC Reservation Forum, the state-level annual conference was organized on Sunday in the old assembly premises. The platform passed a 12-point resolution, announcing a grand rally on Constitution Day regarding reservation rights as the main proposal.
Central president of the forum, Kailash Yadav, stated that the attempts by the BJP to politically and socially marginalize Scheduled Castes, Scheduled Tribes, Other Backward Classes (OBCs), and minorities are evident. This clearly indicates preparations for undermining the fundamental rights of these groups in the 2024 elections.
He said as soon as the BJP government came to power in Jharkhand, the 27 per cent reservation for OBCs was reduced. After this, the Hemant government talked about increasing it to 27 per cent, but as soon as the government was formed, it sent a recommendation to the central government, which is not appropriate. Hemant government can pass it by getting it passed in the cabinet.
Barhi’s MLA Umashankar Akela said that OBCs have 40% of voters in the whole of India, and their population is 52%. In such a situation, preparations for political abuse are being made by the BJP. He said that the Mandal Commission has been suppressed, and Ram’s name is being recited across the country. He added that former leader Ram Manohar Lohia had given an identity to OBCs.
Former MLA Gautam Sagar Rana said at the annual convention that the history of OBCs is going on for ages, and BJP has just been born. No matter how hard the BJP tries, it cannot break the OBCs. Jharkhand government is also doing wrong with OBCs and SCs. Due to the reduction of their reservation, today they have been deprived of jobs and are forced to flee. Apart from this, neither the proposal for caste census has been brought till date nor any facility is being provided for them.

Resolutions passed
100,000 people will participate in the organization of reservation rights Maharally on 26 November 2023 Constitution Day. On the lines of Scheduled Castes in Panchayat and Municipal body elections, rules should be made to reserve OBCs and Scheduled Castes for the post of President and Vice President. The decision to give exemption to government doctors to do private practice should be withdrawn. A special delegation of the concerned OBC Reservation Forum should meet the Governor and Chief Minister of Jharkhand and submit a report.
Demands will be made from the Government
The state government should issue a notification to send the proposal for increasing the reservation limit for OBCs from 14% to 27%, and for one category from 10% to 14%, to the Central government for inclusion in the Ninth Schedule.
Caste-based census should be ensured in the state without delay
Issue notification to issue caste residential certificates unconditionally and do the work of giving scholarships to students of all classes. Constitute Madrasa Education and Waqf Board in the state on the lines of other states
Free enrollment of ST-SC OBC minority students should be done in all the schools, colleges and technical educational institutions of the state.
Immediate Formation needed for Displacement and Rehabilitation Incompetent Farmer Commission, Mahadalit Commission, and Lokpal.
OBC Commission should get constitutional recognition
Strict legal laws should be made without delay against charging uncontrolled fees in private schools and private hospitals. Government should take a decision to release Rs 25,00,000 as assistance for serious illness. District-wise old age homes should be made for helpless senior citizens in the state.
