Patna: Political strategist and Jan Suraaj party leader Prashant Kishor has once again launched a sharp attack on the Nitish Kumar-led NDA government in Bihar, this time accusing it of corruption and inefficiency in the state’s land survey project.

Addressing a press conference, Kishor questioned why the land survey work initiated in 2013 is still incomplete. “Even after more than a decade, only 20% of the land in Bihar has been surveyed. Across India, land surveys are typically completed within 2 to 5 years. In Bihar, however, land survey has become a tool for loot,” he alleged.

Widespread Corruption in Land Records

Kishor pointed to rampant corruption under the guise of services such as property registration, paperwork, and issuance of receipts. “This survey couldn’t be completed because the government failed to provide proper arrangements, adopt technology or invest in infrastructure,” he said, comparing Bihar’s sluggish progress to Telangana, where the survey began later but is already complete.

Comparing Nitish Kumar’s Promise to Modi’s “15 Lakh” Claim

Kishor likened Nitish Kumar’s promise of ₹2 lakh to poor families to Prime Minister Modi’s infamous claim of depositing ₹15 lakh in citizens’ accounts. “It’s another hollow promise. Not a single family has received the amount to date,” he said.

Unfulfilled Promises to Dalits and Mahadalits

Kishor further criticized the state government for not fulfilling commitments made to Dalit and Mahadalit communities. “Back in 2006, CM Nitish Kumar promised to provide three dismil (approx. 1,300 sq. ft.) of land to homeless Dalit families. But as per the government’s own figures, only 2.34 lakh families have received land. Even more shocking — 1.20 lakh families out of these have not been given possession of that land,” he stated.

Referring to a report by the Deshpal Committee, Kishor said, “It exposes the truth — land may be allocated on paper, but people have not been given the actual rights or access to it.”

Calls for Accountability

“Why have the promises made under the Mahadalit Mission scheme not been fulfilled on the ground?” Kishor asked. He demanded that the Nitish Kumar government provide answers to these long-pending issues.
