Ranchi: According to the Union Public Service Commission (UPSC) guidelines, five IPS officers from Jharkhand are eligible for the post of Director General of Police (DGP). The list includes three officers of DG rank and two officers of ADG rank, both currently on central deputation.

List of Eligible Officers

The officers identified as eligible are:

  • Anil Palta (DG rank)

  • Prashant Singh (DG rank)

  • MS Bhatia (DG rank)

  • Sampat Meena (ADG rank, on central deputation)

  • Sanjay Anand Lathkar (ADG rank, on central deputation)

Key UPSC Guidelines for DGP Selection

UPSC has laid down a structured process for preparing the panel of officers for the DGP post, with the pay matrix level and years of service being the key criteria. Priority is given to officers in Pay Matrix Level-16. If suitable Level-16 officers are not available, then Level-15 officers serving as ADGs with a minimum of 30 years of service are considered.

As a last option, if no such officer is available, all Level-15 ADGs with at least 25 years of service (as of January 1 of the vacancy year) are eligible for consideration. Additionally, an officer must have at least six months or more of service remaining from the date of vacancy to qualify for the panel.

Ensuring Experienced Leadership

The UPSC panel system ensures that only experienced and qualified IPS officers are appointed to the critical post of DGP. The committee evaluates officers across the eligible categories before finalizing the panel. This structured process is designed to maintain integrity and competence at the topmost level of the police force.
