River View case: The then CO of Kanke Anil Kumar and CI clearly guilty in the ACB report

Ranchi: Following the instructions of the Chief Minister, the ACB, which is probing the Jumar river encroachment case, has found the then CO of Kanke Anil Kumar and Revenue Sub-Inspector Ranjit Kumar guilty. Both have been explicitly found guilty under section 7(a)(b) and (c) of the Prevention of Corruption Act 1988. In the matter of leveling the river land in the name of River View Project, the ACB team has found that the true facts have been concealed due to deliberate conspiracy and indirect personal interests by the then Circle Officer and personnel of Kanke. The ACB has submitted a point-wise report of the entire investigation in its 18-page investigation report.

No institute registered by the name of River View

According to the investigation done by the team of ACB, no institution is registered in the name of River View. But by Kamlesh Kumar Deed No. 519/2020, Deed No. 5517/2020, Deed No. 6015/2020 and Deed No. 6063/2020 and Purchase and sale has been done through deed number 6064/2020. During investigation, it was found that the land of Jumar river whose account number 136, plot number 2381 has been partially filled with soil. Plotting is being done on the land which is said to be controversial.

ACB asked a total of six questions to Kanke Circle Officer Anil Kumar. To which he answered. Read the questions asked by ACB and the answers given by Anil Kumar.

ACB: The Jumar river was being encroached upon for a long time, then it is regrettable not to come to your notice, it proves that you do not have control over your area and your subordinate employees?

Anil Kumar: The leveling work on the raiyati land would have been going on for 1-2 months, we cannot stop the raiyat from working on the land, in the matter in question, an explanation was sought from the concerned officer within 24 hours.

ACB: Government / non-majrua land on which encroachment is likely to affect the environment and the general public, in that case, not taking action against the land mafia involved comes under the category of crime?

Anil Kumar: Due to the lockdown, the work of the circle office was disrupted, the work of law and order etc. was so much that there was no time to do the work of the zone, the geographical structure of the land in question is such that it is not visible from the ring road that what is inside Happening. But as soon as the information was received, an FIR was also lodged against the proprietor of River View Kamlesh Kumar and the encroachment work was also stopped. The land mafia was stopped by me. They were not supported.
