Would have ordered for JPSC closure had it not been a constitutional body: Jharkhand High Court

Ranchi, Sept.2: The conspiracy angle behind the death of Dhanbad judge Uttam Anand is yet to be probed but the incident helped expose the weakness of the recruitment agency of the state, Jharkhand Public Service Commission (JPSC).

 

It was realised after the Jharkhand High Court, while monitoring the investigation status of the judge’s death case, expressed concern over the non-performance of the recruitment agency and verbally observed that if JPSC had not been a constitutional body the court would have passed an order for its closure.

 

The court made this strong comment when it found that despite the creation of various posts for the State Forensic Science Laboratory (FSL) in the year 2011, the work of appointment is pending. The court passing its negative remark asked JPSC, home secretary and FSL to file an affidavit in the matter. Deferring the hearing for a week the court directed to file an affidavit within a week in the matter.

 

During the previous hearing, the CBI informed the court that urine and blood samples related to the judge death case could not be examined at SFSL and thus additional time is required for the work. On which, the court issued notice to the FSL director and the home secretary to appear in person for clarification in the matter.

 

When both the FSL director and the home secretary appeared on August 27 their submission before the court exposed the problem of manpower in FSL.

 

The Lagatar24.com had earlier exposed the crisis of manpower on August 20 mentioning against the total sanctioned strength of 68 scientists, it is presently running with 20 scientists. The report was filed a day after the division bench comprising chief justice Dr Ravi Ranjan and justice Sujeet Narayan Prasad had expressed its concern over the lack of testing facilities.
